Laura Stradley is an Army veteran who spent eight years on active duty. Just before leaving the service, Laura earned her Master of Science in Business Administration from Baker College. Laura has worked with veterans for more than a decade, and in 2015, she was inducted into the NYS Senate Veterans Hall of Fame. Laura has co-authored two books – The Pocket Idiot’s Guide to the ASVAB and The Complete Idiot’s Guide to the ASVAB. She has been a Girl Scout Troop Leader for five years and lives in Penfield with her twins, Thomas and Sarah.
Director Human Resources
Allison brings over 20 years of human resources experience to her role as Human Resources Manager at VOC. During her career, Allison has gained significant experience in employee relations, talent acquisition and retention, leadership and workforce learning and development, as well as providing guidance and consulting support to senior management throughout her career. Her professional experience includes work in both corporations and non-profit organizations, primarily in the staffing, healthcare, security, and education industries.
Allison earned her BS in Communications from SUNY College at Brockport and is a member of the Society for Human Resource Management (SHRM) and the National Human Resources Association (NHRA).
Development & Marketing Manager
Matthew joined VOC in March 2015. He is a retired police officer from the City of Rochester Police Department and also a retired officer from the United States Coast Guard. Matthew holds a Bachelor’s of Science in History & Master’s Degree in Public Administration from SUNY Brockport. Matthew is a member of the Alpha Chi Honor Society, Phi Alpha Theta Honor Society and Pi Sigma Alpha Honor Society.
Matthew enjoys traveling, attending local sporting events, attending the RBTL and Geva theatres, exploring the Finger Lakes Region, and spending time with his family. Matthew and his wife Becky live in the Rochester area and have two adult children, Joseph (son) and Jordan (daughter).
Kevin hails from Dryden, NY. He has a bachelor’s degree in Theatre Arts from SUNY Oswego, and spent five years as a Stage Manager. Kevin then pursued a career with Boy Scouts of America, spending ten years as a professional, raising money, supervising volunteer training, activities and summer camp operations. Kevin, his wife Kate and son Geoffrey live in Hamlin.

Lindsay Chambers joined Veterans Outreach Center in May of 2016. Prior to joining VOC, she worked with NAMI Rochester and Women’s Foundation of Genesee Valley. Lindsay has been working in Development for the past 9 years. Lindsay lives in Fairport with her husband and 2 children.
Female and Family Outreach Program Manager
Marianne is the proud spouse of a 26-year Army Veteran and has been working with Veterans for over 18 years. In the Army Creed it states “I will always place the mission first, I will never accept defeat, I will never quit” Marianne follows those ethos above and beyond. Veterans are near and dear to Marianne’s heart.
Stars and Stripes Flag Store Manager
Caroline joined Veterans Outreach Center, in August 2017, as the manager for the Stars and Stripes store. After ten years of experience in merchandising, customer account and retail management, she desired to find a position where she could make a difference in the lives of others. Helping those who served in our armed forces is something close to her heart, as her husband served in the Marine Corps for seven years. She and her husband recently returned to the Rochester area after spending three years stationed in Japan. She holds an Associate’s degree in Merchandising Management from the Fashion Institute of Technology, a Bachelor’s degree in Fashion Merchandising from Mercyhurst University, and a Graduate Certificate in Merchandising from North Texas University. She lives in Honeoye Falls with her husband, Alex and daughter, Harper. She enjoys snowboarding, traveling and taking family walks with their two dogs, Duke and Bella. She also enjoys cheering on her favorite teams, the Buffalo Bills and the New York Yankees.
Employment Services Manager
Nena has 20+ years’ experience in Employment & Training programs with non-profit agencies in Rochester and of those 17 years have been working at VOC serving a diverse socio-economic veteran population. She loves animals (especially her two dogs and four cats), spending time with family and friends, watching Boston teams (especially Red Sox and Patriots), and horseback riding!
Director of Residential Services & Government Grants
Alec Andrest joined Veterans Outreach Center as the Residential Manager in March of 2016. Alec served 8 years in The United States Marine Corps 2006-2014. His passion for Veteran advocacy began as a financial services representative and grew when he was elected to the Veterans Business Council in July of 2015. Alec and his wife Julianna have 3 boys, reside in Irondequoit and belong to Grace Church.
Kinga Kondor Hine, LMHC, NCC, RYT 200
Kinga has been a practicing Licensed Mental Health Counselor since 1996. She has a diverse counseling background, having worked with developmentally disabled adults, college students, children and families, couples, and most recently military veterans struggling with post-traumatic stress and readjustment issues. Kinga has a passion for yoga and has adapted aspects of her training into counseling practice.
Bob is a retired Naval Captain with over 38 years of service. Bob holds a MS Degree in Computer Systems Management. Captain Gregoire is married to Janice (Marsai) of Lincoln Park, MI and have three children and four grandchildren. Captain and Mrs. Gregoire currently reside in Rochester, NY.
Veterans Treatment Court Representative
Kristin joined Veterans Outreach Center in August of 2017. Kristin holds a Bachelor’s of Arts Degree in Psychology and Criminal Justice and a Master’s Degree in Criminal Justice Administration from Niagara University. Kristin has a background in substance abuse and has a passion for working with Veterans as well as treatment courts. Kristin enjoys obstacle course racing.
Randy joined Veterans Outreach Center after a 20 year career in law enforcement, retiring as a Sergeant with the Monroe County Sheriff’s Office. Of the many roles he filled in law enforcement he is most proud of his work on the SCUBA recovery team where he spent almost half his career. Randy helped develop their electronics deployment package, including the use of two types of sonar systems and two styles of remote operated vehicles. When he retired he was the leading trainer of those technology based systems and was considered the local expert in the field. His roles in law enforcement were diverse, including being a supervisor of the Criminal Investigations Division, a member of the Community Services Unit, and supervisor of the Sheriff’s Division at the Greater Rochester International Airport to name a few. Randy lives in Brockport with his wife, Mary, their 4 children, and many pets. They enjoy a busy family life of sports and activities, but Randy and Mary especially enjoy their time listening to the U.R. students at Eastman Theater or visiting the neighborhoods of Toronto.
Manager of Supportive Services/Art Therapist
Roderick began his work at Veterans Outreach center in 2013. As a Marine Corps veteran (1994-1999), Roderick is aware of the importance of finding a path: “I try to model a balance between my creative, military, and civilian selves and I have much gratitude for the opportunity to use my life experiences in the support of others.” He has a Master of Science degree from Nazareth College’s Creative Arts Therapy program and has previously held positions at The Villa of Hope, and Hillside Children’s Center. He has over 15 years of experience in residential psychiatric treatment, trauma informed care, crisis management, and family/community mental health.
