At Veterans Outreach Center, we believe that no veteran should face homelessness alone. Our residential programs offer safe, supportive housing tailored to the unique needs of those who have served. Whether transitioning from homelessness, overcoming challenges, or working toward independent living, we are here to help.

Richards House and Otto’s Phoenix House are both located in the Gary B. Beikirch Residential Complex, offering veterans a structured and supportive environment to rebuild and thrive. Liberty Landing, located at 185 Scio Street, provides affordable, independent living in a vibrant, veteran-preferred community.

Richard’s House: A Safe Haven for Homeless Veterans (Men)

Richards House serves as the first step toward stability for homeless veterans.

Offering 24/7 supportive housing, Richards House provides a structured environment where veterans receive:

- Case management & individualized support
-Mental health & substance use resources
- Job training & employment services
- Assistance in securing permanent housing

Our goal: To ensure every veteran leaves Richards House with a sustainable housing plan and renewed hope for the future.

Otto’s Phoenix House: Transitional Housing & Support (Women and children)

A Step Toward Stability & Independence with 7 apartments for women and their children.

Otto’s Phoenix House provides transitional housing for woman veterans who need additional time and support before moving into independent living. Whether overcoming challenges, rebuilding after hardship, or seeking a structured, supportive environment, veterans at Otto’s Phoenix House receive:

  • Safe, stable housing in a community setting

  • Individualized case management and goal planning

  • Access to mental health and substance use resources

  • Employment assistance and life skills development

  • A structured environment with peer support

Designed for veterans who are actively working toward personal and professional stability, Otto’s Phoenix House offers a place to heal, rebuild, and prepare for the next chapter in life.

  • Gift cards (Walmart)

  • Twin white sheets

  • Full/queen white sheets

  • Hygiene products (Deodorant, shampoo, conditioner)

  • Toilet paper

  • Paper towels

  • Cleaning supplies

  • Diapers (Various sizes)

  • Feminine products

Liberty Landing: Permanent Supportive Housing for Veterans

Now Leasing – Affordable, Independent Living for Veterans

VOC Liberty Landing is a joint venture between Veterans Outreach Center (VOC) and Conifer Realty LLC, providing affordable housing in a veteran-preferred community. Located in Downtown Rochester, Liberty Landing features 33 modern apartments, with:

- 10 units designated for veterans with a disabling condition
- 23 units with a primary preference for veterans (secondary preference for families on a Public Housing waitlist)
- Spacious, thoughtfully designed apartments with luxury vinyl plank flooring, LED lighting, and energy-efficient systems

Each unit includes a full kitchen, living and dining area, ample storage, and Energy Star-rated appliances for comfort and efficiency.
